Голова Нацполіції Іван Вигівський виступив під час онлайн-зустрічі з ERCC Механізму цивільного захисту ЄС

Зустріч відбулася сьогодні, 17 квітня, у Державній службі з надзвичайних ситуацій. Учасники обговорили питання співпраці та взаємодії з Механізмом цивільного захисту Європейського Союзу, зокрема основні виклики та потреби.

У своєму виступі Голова Нацполіції презентував роботу українських поліцейських, які вже п’ятий рік працюють в умовах війни.

«Там, де війна, люди чекають нашої допомоги. На цій лінії ми щодня працюємо разом із ДСНС. Дякую колегам за спільну роботу в умовах постійного ризику», — підкреслив Іван Вигівський.

Він зазначив, що поліцейські разом із рятувальниками працюють на місцях ворожих ударів, евакуюють поранених і діють під загрозою повторних обстрілів.

«Наша спільна мета — рятувати людей. В умовах війни функції поліції суттєво розширилися: ми залишаємося правоохоронним органом і водночас стали частиною системи порятунку», — наголосив він.

На місцях обстрілів разом із поліцейськими працюють вибухотехніки, кінологи, слідчі та криміналісти. Вони не лише допомагають постраждалим, а й документують воєнні злочини.

Також розгортаються мобільні пункти, де постраждалі можуть подати заяви, отримати допомогу, а фахівці — провести ідентифікацію загиблих та надати психологічну підтримку.

Окремо Іван Вигівський відзначив роботу евакуаційних груп «Білий янгол», які працюють у прифронтових регіонах під обстрілами.

«Це тисячі врятованих життів. Водночас ворог цілеспрямовано атакує ці групи. На жаль, маємо втрати», — підкреслив він.

Крім того, важливу роль відіграє авіація поліції, яка з 2022 року стала частиною медичної евакуації — пілоти доставляють поранених, медикаменти, кров і транспортують тяжких пацієнтів.

Андрій Даник наголосив на критичній важливості взаємодії з Механізмом цивільного захисту ЄС.

«В умовах постійних ворожих атак ми потребуємо системної технічної підтримки. Росія цілеспрямовано обстрілює підрозділи ДСНС під час виконання завдань, знищує техніку та спорядження. На жаль, маємо втрати серед особового складу. Водночас допомога партнерів дозволяє зменшувати ці втрати та ефективніше захищати рятувальників», — зазначив він.

Голова Нацполіції подякував європейським партнерам за підтримку та співпрацю.

«Поліція України під час війни стала частиною системи порятунку. Ми цінуємо допомогу європейських партнерів — вона допомагає нам вистояти», — наголосив він.

Своєю чергою заступник керівника відділу оперативного реагування на надзвичайні ситуації Координаційного центру реагування на надзвичайні ситуації ЄС Борха Мігелес наголосив на важливості прямого діалогу: 

«Такі зустрічі є надзвичайно цінними для нас. Тепер ми набагато краще розуміємо реальну ситуацію в Україні та ті виклики, з якими ви стикаєтеся щодня. Ми прагнемо надати Україні необхідну підтримку, тому ретельно опрацьовуємо кожен ваш запит, щоб надати саме ту допомогу, яка є для вас пріоритетною».

Завершуючи зустріч, сторони підтвердили, що синергія між українськими відомствами та європейськими структурами є запорукою стійкості цивільного захисту. Міцне партнерство та спільна координація дій дозволяють ефективно протистояти глобальним викликам і захищати найвищу цінність – людське життя.

Head of the National Police Ivan Vyhivskyi spoke during an online meeting with the ERCC of the EU Civil Protection Mechanism

The meeting took place today, April 17, at the State Emergency Service. The participants discussed issues of cooperation and interaction with the European Union Civil Protection Mechanism, in particular the main challenges and needs.

In his speech, the Head of the National Police presented the work of Ukrainian police officers, who have been working in war conditions for the fifth year.

“Where there is war, people are waiting for our help. On this line, we work every day together with the State Emergency Service. I thank my colleagues for their joint work in conditions of constant risk,” emphasized Ivan Vyhivskyi.

He noted that police officers, together with rescuers, work at the sites of enemy strikes, evacuate the wounded and operate under the threat of repeated shelling.

“Our common goal is to save people. In times of war, the functions of the police have expanded significantly: we remain a law enforcement agency and at the same time have become part of the rescue system,” he emphasized.

Bomb disposal experts, dog handlers, investigators, and forensic scientists work alongside police officers at the sites of shelling. They not only help victims, but also document war crimes.

Mobile points are also being deployed where victims can file applications, receive assistance, and specialists can identify the deceased and provide psychological support.

Separately, Ivan Vyhivskyi noted the work of the White Angel evacuation groups, which work in frontline regions under shelling.

“These are thousands of lives saved. At the same time, the enemy is purposefully attacking these groups. Unfortunately, we have losses,” he emphasized.

In addition, an important role is played by police aviation, which has become part of medical evacuation since 2022 - pilots deliver the wounded, medicines, blood and transport seriously ill patients.

Andriy Danyk emphasized the critical importance of interaction with the EU Civil Protection Mechanism.

“In conditions of constant enemy attacks, we need systematic technical support. Russia is purposefully shelling the SES units while they are performing tasks, destroying equipment and equipment. Unfortunately, we have losses among personnel. At the same time, the assistance of partners allows us to reduce these losses and protect rescuers more effectively,” he noted.

The Head of the National Police thanked the European partners for their support and cooperation.

“The Ukrainian police became part of the rescue system during the war. We appreciate the assistance of European partners - it helps us survive,” he emphasized.

In turn, Borja Miguelez, Deputy Head of the Emergency Response Unit of the EU Emergency Response Coordination Centre, stressed the importance of direct dialogue: “Such meetings are extremely valuable for us. Now we understand much better the real situation in Ukraine and the challenges you face every day. We strive to provide Ukraine with the necessary support, so we carefully process each of your requests to provide exactly the assistance that is a priority for you.”

Concluding the meeting, the parties confirmed that synergy between Ukrainian agencies and European structures is the key to the sustainability of civil protection. Strong partnership and joint coordination of actions allow us to effectively confront global challenges and protect the highest value – human life.
